Plot

Politician B. Eric Blairman has created the group called Force of July, a team of heroes that promote the his vision of what American ideals are, and touts them against the Outsiders. When Batman discovers stolen material from S.T.A.R. Labs, he sends the Outsiders out on their own to find out Blairman's connection to the theft.
